1: Just pust them somewhere on the static directory in the front-end, it will be acessible under/.static, respecting the sub-directories, like it does with other static files, such as js and css and even other static HTML.
2: If you use native functions and store media files on disk, memory usage is relative light. I wouldn't know how much better it would be either way. But if I HAD to give an answer, I'd go wit the better *****U.

They don't have to be declared anywhere. Static files are served as is, you only need to do extra stuff if you want for static files to use some dynamic features, like the language package strings or to insert other file's content somewhere.
